Turkey’s Ministry of Transport, Maritime and Communications will be able to hold some tenders without the need to abide by the Public Procurement Law, the Cumhuriyet daily reported on Tuesday.
According to the paper, the ministry will decide which tenders will be held under this method. Such tenders will be held without any announcement of the tender.
In some cases, the ministry will be able to make direct procurements without holding any tenders at all.
The new arrangement has already been published in the Official Gazette. It says that relevant laws will not be abided by when the procurement of goods and services is required to be made in confidentiality in the areas of defense, security and intelligence to protect state security and interests.
The new arrangement is likely to attract more criticism to the Justice and Development Party (AKP) government, which was already under the spotlight for lacking transparency in state affairs and giving public tenders primarily to pro-government businessmen.
